Overview
This reference architecture is illustrative. It is not a record of a client deployment.
Data location, residency, confidentiality, operational control and technological independence are related but distinct. Placing a model on premises does not by itself satisfy every sovereignty or compliance requirement. Start with documented obligations and deterministic data classifications, then map each class to routing, egress, identity, key, operator-access and audit controls.
A request reaches a policy boundary before inference. Restricted workloads stay on a private endpoint and can use authorized local sources. A cloud-eligible workload passes through an egress allowlist and payload minimization before an approved cloud endpoint. The policy is not delegated to the LLM. Responses return across the appropriate boundary, and telemetry is governed like prompt data because traces can contain sensitive context.
A concrete example
A case worker summarizes records classified as restricted. The request and local evidence go only to the private endpoint. If that endpoint is unavailable, the system reports safe unavailability; it does not reinterpret the outage as permission to use the public cloud. A separate request containing approved public guidance may be minimized and routed to the authorized cloud endpoint.
Common misconception
"On premises means sovereign." Physical placement answers only part of the question. Model updates, management-plane access, encryption keys, support operations, logs and legal jurisdiction also require explicit controls and evidence.

Components
Enterprise applicationexternal
Submits an AI request with trusted business context and an applicable data classification.
Responsibilities
- Provide the request and classification inputs without choosing its own route
Inputs
- User task
- Enterprise identity and data context
Outputs
- Request and data classification
Risks
- Missing classification
- Sensitive content hidden in attachments
Deterministic data policydeterministic
Maps trusted classifications and routing rules to a private route or an egress review.
Responsibilities
- Enforce workload placement without delegating permission to an LLM
Inputs
- Request classification
- Routing policy
Outputs
- Restricted private route
- Permitted cloud-workload route
Risks
- Misclassification
- Policy gaps during mixed-data requests
Sensitive local sourcesdata
Keeps classified source context within the approved local or private boundary.
Responsibilities
- Provide authorized local evidence under local access controls
Inputs
- Sensitive governed sources
- Local permissions
Outputs
- Local authorized context
Risks
- Stale permissions
- Unmanaged local replicas
Private inference endpointmodel
Processes restricted workloads and local context within the designated private environment.
Responsibilities
- Serve the approved private model without external inference calls
Inputs
- Restricted request
- Local authorized context
Outputs
- Private inference result
Risks
- Capacity outage
- Model and patch lifecycle burden
Egress allowlist + minimizationdeterministic
Checks destination and payload fields, removing unnecessary data before an allowed cloud call.
Responsibilities
- Permit only approved destinations and minimized payloads
Inputs
- Cloud-eligible request
- Egress policy
Outputs
- Allowed minimized payload
- Egress denial
Risks
- Sensitive data left in payload
- Minimization removes required context
Approved cloud inferencemodel
Runs only cloud-eligible requests on an approved provider, region and model deployment.
Responsibilities
- Process the minimized payload under contracted controls
Inputs
- Allowed minimized payload
Outputs
- Approved cloud result
Risks
- Provider or regional outage
- Service terms or model version change
Response or safe unavailabilityexternal
Returns the result from the permitted boundary or an explicit unavailable response when policy blocks processing.
Responsibilities
- Never disguise a prohibited fallback as successful processing
Inputs
- Private result
- Cloud result
- Policy denial or outage
Outputs
- Enterprise application response
Risks
- Ambiguous failure messages
- Mixing results across boundaries
Controlled local telemetrydata
Collects minimized operational records inside the approved telemetry boundary.
Responsibilities
- Control log content, access, retention and export
Inputs
- Response outcome
- Redacted operational metadata
Outputs
- Local traces and audit evidence
Risks
- Prompts copied into logs
- Telemetry exported through an undeclared path
Residency + operational controlshuman
Translates legal, contractual and internal obligations into owned routing and operational rules.
Responsibilities
- Define data, operator, key, management-plane and availability requirements
Inputs
- Sovereignty obligations
- Risk decisions
- Service evidence
Outputs
- Routing policy
- Control ownership
Risks
- Equating location with compliance
- Requirements without enforceable controls
Scenario reference
Restricted data stays local
Do not draw an implicit external model call for local-only data.
01Serve entirely inside the private zone
The classified request combines only with local authorized context, returns a private result and records local telemetry.
Active parts: Deterministic data policy, Sensitive local sources, Private inference endpoint, Response or safe unavailability, Controlled local telemetry
Blocked cloud fallback
An unavailable local model does not authorize cloud egress.
01Return safe unavailability
A restricted request reaches the private route, but a local outage returns a controlled failure and local trace rather than a cloud call.
Active parts: Deterministic data policy, Private inference endpoint, Response or safe unavailability, Controlled local telemetry
Design Decisions
- Translate legal, contractual and internal obligations into explicit workload classes.
- Enforce routing and egress with deterministic policy and deny by default.
- Govern prompts, embeddings, outputs, traces and model artifacts as separate data types.
- Define availability behavior for every class before an outage occurs.
Risks & Trade-offs
Private serving increases operational responsibility and can reduce model choice or elasticity. Classification errors can send data across the wrong boundary. Cloud minimization may remove context needed for quality. Local telemetry and management channels can become undeclared egress paths.
When to Use / Not Use
Use hybrid routing when workload classes genuinely require different placement or operational controls. Do not introduce it as a symbolic compliance measure, or when one approved environment satisfies all documented requirements. Do not provide a cloud fallback for a class whose policy forbids cloud processing.
